Flat fees versus hourly billing-Implications for the translation industry?

The concept of billing by the hour for services is well entrenched in numerous industries. Any why not? As you use services, you pay for them. When you stop, the meter stops running as well. On the other hand, for many clients, a monthly or flat fee for services on a per project, per event basis, is much simpler to get your arms around. From the client perspective, budgeting is easy when total cost is a known factor at project inception. From the service providers vantage point, revenue forecasting is enhanced.
I can see the benefits of this approach for the translation industry, particularly when large volumes, repeated project events or volumes are part of an ongoing relationship. Could be interesting.
